Reporting to the Vice President for Finance and Administration, the Senior Associate Vice President for Facilities is responsible for facilities planning, capital programs, building design & construction, physical plant maintenance & operation, grounds maintenance, and development & management of all facilities related budgets. The incumbent oversees over 200 employees and a budget for operations of approximately $31 million. As the visible face of the enterprise, the incumbent serves a key role; serves a member of the division’s leadership team; works closely with University senior management; develops and maintains collaborative relationships with internal & external constituents; represents the division and may occasionally stand-in for the division head; works with governmental authorities & agencies to ensure compliance and project success. The position manages multiple projects within strict timelines & deadlines operating with a high level of autonomy and accountability.
The ideal candidate will demonstrate the ability to develop and communicate the vision of the department. This individual will also mentor, develop, and supervise the professional staff and team members while directing daily workflow and operations. Leveraging establishing industry experience and expertise, the incumbent will identify and bring forth new ideas and opportunities that will improve the department’s operating effectiveness and efficiency.
Responsibilities Include:
- Work closely with the Vice President for Finance and Administration to develop and execute the Division’s mission and vision. Serve as a member of the division leadership team. The incumbent has oversight on the department’s strategic plan and business operations while ensuring alignment with the division and University mission, vision, and strategic priorities.
- Formulate policies, processes, and procedures to ensure smooth operations and ensure compliance with Federal, State and Local mandates.
- Serve as a contact and support for the University’s affiliated housing and works to maintain affiliate-university partnership.
- Lead the development of long-range capital planning, as well as implementing capital improvement; Support the operation and maintenance of approximately 3 million square feet in 65 major buildings and maintenance of over 400 acres of grounds; Direct effective preventive maintenance, maintaining a priority system for deferred maintenance work, and implementing quality assurance programs.
- Work with WCU Chief of Police to establish and maintain a priority system for emergency responses related to facilities and infrastructure.
- Ensure responsible management and use of University resources to include the development and management of all facilities related budgets.
- Work collaboratively with University partners as appropriate.
Minimum Qualifications
- Bachelor's degree in architecture, engineering, or related field.
- At least 7 years of experience managing multi-faceted and highly complex facilities operations.
- Demonstrated experience working with local authorities having jurisdiction in areas of zoning, land use and site development.
- Strong strategic budgeting and operational planning skills.
- Demonstrated ability to handle complex and multiple tasks with competing priorities, and/or work deadlines in a professional and efficient manner.
- Demonstrated knowledge of building management - knowledge of building renewal, sustainable building design & operations, utilities operations, building codes & safety regulations, and familiarity with environment health safety & security issues.
- Experience effectively managing a unionized workforce.
- Experience developing and/or streamlining processes.
- Excellent communication and interpersonal skills both written and oral. Ability to effectively communicate with a diverse population across multiple levels.
Preferred Qualifications
- Master’s degree or higher in architecture, engineering, business, or related field and a professional licensure; and/or
- At least 7 years of experience managing a multi-faceted and highly complex facilities operations in a higher education setting; and/or
- Experience using a facilities management system or CMMS.
