SUMMARY

Under the general direction of the Registrar/Assistant Dean of Enrollment Services, this position has primary responsibility for the overall operation of student accounts receivable maintenance, tuition and fee billing, posting of student cash receipts and the disbursement of financial aid funds. The Bursar will also be responsible for generating tuition and fee revenue reports, disbursement of student refunds, managing the student billing systems, and produce relative financial reporting using the Ellucian system. Train and supervise the Associate Bursar / Assistant Bursar in all aspects of day-to-day activities, NelNet payment plan and health insurance responsibilities.

RESPONSIBILITIES
  • 25% Proactively oversee and manage Accounts Receivable to both maximize cash flows and reduce risk of bad debt. Actively collect balances considered overdue by Institute policy. Work with the Financial Aid Office to disburse and collect federal and institutional loans, maintain accurate records of anticipated payments, and manage the refund process. Ensure compliance with federal and other regulations and policies governing the management of federal/private student loans and student accounts such as FERPA and the US Department of Education regulations.
  • 25% Supervise the billing, payments and credits affecting student accounts: tuition and fees, deposits, scholarships, tuition vouchers, loans, etc. Manage unique populations such as faculty, SHRS PHD students, TRIP eligible students, Travel students, St. George / AL Faisal cohorts. Oversee the creation /distribution of student billing statements. Update and maintain billing tables and verify accuracy in test system. Enforce and monitor compliance with all Institute payment policies. Audit accuracy of all billing and payment application pursuant of data provided by Registrar, Financial Aid, and other internal customers. Create and maintain Tuition Calculators for website, as well as Cost Estimates for distribution. Oversee the billing and collection of Graduate Non-degree accounts.
  • 20% Work with the Office of Enrollment Services to prepare and adhere to the Communications Calendar. Delegate and direct the communication schedule of billing notices, reminders of balance due, late fee notices, D2L deactivation notices to faculty, loan acceptance reminders, federal loan letters, bank/Title IV authorizations, and health insurance compliance notices.
  • 15% Analyze data to produce adhoc reports and provide customer service by responding to inquiries from internal and external customers, regarding all aspects of student billing, payment information, and other student account practices of the Institute.
  • 10% Maintain and reconcile students account receivable detail. Perform monthly and year-end reconciliation of detail to Colleague general ledger accounts. Assist internal/external auditors with preparation of audit schedules for A-133 and year-end audits. Oversee the management of tuition refund insurance and calculate yearly cost basis for vendor. Manage the LOA process and adjustment of charges in accordance with our refund schedule.
  • 3% Produce Form 1098-T to meet Hope and Lifetime Learning Tax Credit annual federal reporting requirements including IRS filing and follow up.
  • 1% In conjunction with the Registrar and Director of Financial Aid, develop and maintain policies and procedures related to tuition, fees, scholarship aid and vouchers, student loans, health insurance billing, payment plans, and collections.
  • 1% Develop and maintain a continuously updated operations manual for the Bursar’s office.

Participate in new student orientation, commencement, and other Institute special events as assigned. Perform other related duties incidental to the work described herein.


Qualifications :

EDUCATION
  • Bachelor’s degree or equivalent required.
  • Three to five years of related experience in a higher education student services environment preferred.
  • Prior experience in a Bursar’s Office preferred.
  • Attention to detail, strong communication skills, and exceptional analytical ability and knowledge of financial aid principles required.

  • Professional understanding of higher education, preferably in the area of admissions or student services.
  • Strong collaborative skills that promote a collegial work environment.
  • Experience planning and implementing programs and working collaboratively with faculty, staff and students.
  • Knowledge and familiarity with other offices associated with the Office of Enrollment Services.
  • Excellent interpersonal skills and a desire to provide timely and accurate customer service.
Technical Skills
  • Skill in the use of personal computers, integrated student information databases and related software applications including MS Office and Ellucian.
