Salary: $29.2665 Hourly / $60,874.32 Annually
Characteristics of the Job
Under supervision of the building official, is responsible for enforcement of adopted codes and ordinances through the provision of information to the public, review of proposed plans, and inspection of new and altered construction. Work is of a technical nature with the inspector required to exercise independent judgment in plumbing and one or more areas of construction expertise to protect the health and safety of humans and the environment through competent design, construction and installation practices.
Examples of Duties
- Convey information orally and in writing to all members of the public in a friendly, professional, courteous and helpful manner concerning adopted codes, ordinances, policies and procedures related to the inspector’s areas of expertise and assigned duties.
- Review plans and documents submitted with permit applications and record findings and comments.
- Review permit applications, issue permits and record findings and comments.
- Inspect new construction, renovations, rehabilitations, additions, repairs, replacements and installations and record findings and comments.
- Prepare notices, orders, correspondence and other documentation to convey information, decisions, directions, actions and/or orders as appropriate.
- Conduct assessments and prepare work write-ups and other necessary documentation for use in the Community Housing Services Program and other city programs concerned with structural or property improvement.
- Conduct investigations of properties, practices, contractors, and property owners and report on findings.
- Provide information to appeals boards.
- Review codes, ordinances, policies and procedures for which the position is assigned to implement and enforce, and provide periodic recommendations to the building official for amendments, revisions and interpretations of same.
- Travel throughout the City, look for violations of codes enforced by the Building Division and enforce municipal laws requiring permits for all new construction, additions and alterations to existing buildings within municipal limits.
- Enforce codes and ordinances related to nuisance abatement, vegetation, use of right-of-way, housing and property maintenance.
- Prepare daily, monthly, annual and other reports of plans reviewed, permits issued, properties and installations inspected and other actions taken or duties performed.
- Train other inspectors on adopted or pending codes, ordinances, policies and procedures.
- Attend meetings, inspections or hearings with other inspectors and/or other City staff members.
- Other duties may be assigned.
Training and Experience
High school diploma or GED equivalent; seven (7) years experience as a licensed plumber; significant experience, training and/or knowledge of at least one additional construction discipline; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Licenses, Registrations and Certifications
Valid Illinois driver’s license or equivalent; valid State of Illinois Plumbing Inspector Certification upon hire. Must obtain certification from the International Code Council as Mechanical Inspector (Residential and Commercial) within nine (9) months from date of hire.
Knowledge, Skills and Abilities
Thorough knowledge of applicable theories, principles, techniques, equipment and operation of all aspects of plumbing and additional areas of assigned responsibility and all related ordinances; knowledge of codes and practices in most other construction trades; laws and regulations that impact work performed.
Excellent skill in public and employee relations; interpersonal interactions to exchange critical information with contractors and property owners in field; skill in preparation of all professional reports and any related correspondence; making interpretations of the code and to expedite unforeseen situations which occasionally arise; strong computer skills for documentation of inspections, permits and looking up property which have open cases for construction projects and ordinance violations.
Ability to interpret plans and blueprints and to recognize deviations from such plans in the construction process; recognize faulty construction or hazardous conditions created by deterioration and of effective corrective measures; interpret, apply, explain and enforce codes, ordinances, regulations, policies and procedures; establish and maintain effective working relationships with contractors, property owners, engineers, architects, co-workers, supervisors, officials, representatives from other agencies and other members of the public; express oneself clearly and concisely, orally and in writing; and exercise good judgment.

The noise level in the work environment is usually moderate.
Residency Requirement
AFSCME employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.
