Salary: $44.4391 - $62.2146 Hourly / $92,433.33 - $129,406.37 Annually
Characteristics of the Job
Under the direction of the Community and Economic Development Director, assists in all areas of the department’s operations. Overall management and administration of current and long-range planning functions of the City. Oversees the development and implementation of planning documents, code revisions, and development standards and policies. Supervises assigned staff, provides leadership and direction, ensuring that service and development standards are met, projects and programs are accomplished, and revenues and expenditures are within budgetary guidelines. This position entails considerable initiative and independent judgment within the guidelines of established policies, goals and objectives of the department and the City and serves as the acting director in the absence of the Community and Economic Development Director.
Examples of Duties
- Manage the development, maintenance, and enforcement of the City’s Comprehensive Plan, Zoning and Land Development Ordinances.
- Oversee and supervise the daily operations of planning and zoning activities with in the Community and Economic Development Department.
- Communicate with developers and/or other professional representatives to discuss projects, zoning implications, and review processes.
- Supervise assigned professional, technical, clerical staff and temporary employees and interns; complete employee evaluations, review time sheets, and perform other administrative tasks including review of work and workload with staff.
- Hire, transfer, suspend, lay off, recall, promote, discharge, direct, evaluate, reward and discipline employees; adjust employee grievances; or recommend any of these actions.
- Explain, apply and enforce city and department policies and labor contract provisions.
- Serve as a liaison between property owners, businesses, City staff, and others regarding development projects and programs.
- Assist the Community and Economic Development Director in the preparation and submission of grant applications for planning projects, including historic preservation and transportation projects.
- Maintain City zoning data, and coordinate with the GIS Administrator to develop efficient methods of providing zoning and development information to the public.
- Make presentations to businesses, community partners, government agencies and City Council.
- Prepare written and oral reports for committees, Commissions and the City Council.
- Write and direct the preparation of reports and studies: correspond and communicate with other departments, agencies, businesses, and economic interests; consult with the Community and Economic Development Director and other departments on issues regarding planning, zoning, and development.
- Assist in staffing of City Boards and Commissions under the direction of the Community and Economic Development Department.
- Maintain liaison with federal, state and local governmental representatives.
- Other duties may be assigned.
Training and Experience
Bachelor’s degree or equivalent from an accredited college or university in planning, urban design, architecture, or a related field and at least seven (7) years of increasingly responsible City planning, project coordination, zoning administration duties, including three (3) years of supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. A Master’s Degree in Planning or related field and AICP certification is preferred.
Licenses, Registrations and Certifications
- Valid Illinois driver’s license or equivalent.
- AICP Certification is preferred.
Knowledge, Skills and Abilities
Thorough knowledge of the principles and practices of zoning and urban planning, economic development and of the sociological, economic and political aspects of the community; considerable knowledge of state and federal policies, laws and programs pertaining to planning, zoning, and community development. Strong knowledge of the techniques of planning research and economic development and how to apply them to general and specific planning studies and projects; and methods and sources used in analyzing local economic trends and industry trends and local land use development practices, zoning and policies.
Exceptional skill in customer service and public relations in a group setting or in a one-to-one situation; maintaining effective working relationships with other employees, public officials, government agencies, business leaders, developers, financial institutions, citizen groups, outside agencies and brokers; presenting a positive image of the City; advanced skill in analyzing and solving problems; written and oral communications; making public presentations to a variety of community organizations; and understanding financial and operational information reports
Ability to organize work, set priorities and exercise sound, independent judgment that is consistent with City policy and established guidelines; work effectively with a wide range of people, including but not limited to, business leaders, developers, financial institutions, citizen groups, outside agencies, interdepartmental staff, and brokers; creatively solve problems and establish and maintain a positive customer service attitude; communicate clearly and concisely, orally and in writing; and supervise the work of professional and administrative staff and consultants.

The employee must occasionally perform work outside of the office and in the field, which requires meeting applicants on site and performing inspections outdoors.
Residency Requirement
Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
